TELOS declares purpose: a mission, a numbered set of goals with weights, the strategies that pursue them, and the rules that constrain the strategies.
PAI — Purpose plus Automated Instruction — is the execution layer: orchestrators, fabric patterns, substrate claims stores, record systems, editor passes. Every long-form text in the journalism arm passes through the same hard phase gate as every finding in the bounty arm: a claim is a claim only after the source check.
The Prime Directive, common to all arms: every claim must be backed by a named, filed, publicly verifiable primary source. No “widely reported.” No inference presented as fact.
Every published artifact opens at a filed document. The reader is handed the instrument first; the camera pulls back from there.
Every report cites the specific request and response. Every chapter cites the case number and court, the volume and page, the signed memorandum and its archive location. A single unanchored claim is the tool a critic uses to dismiss the whole work, so we do not write one.
